does a 1990 mustang 5.0 have a fuse for the fuel pump or does it just have the relay?

A 1990 has a relay under the seat. It should have a fuse or something to supply power to the relay

take the fuse cover off and have a look at what is listed, would only take a minute

90+ cars don't list them, only the 87-89 cars...

i don't have the cover so how can i find out which one it is?

Use a test light or ohm meter. Ground the test light and use the ice pick part to test each fuse. If one does not light up then pull it and see if it is good. Some fuses are not hot all the time.
The best and easiest way is to use a voltmeter and check for continuity on each fuse. Put the red probe on one side of the fuse and the black probe on the other side of the fuse. If you hear a beep the fuse is good if there is no beep then the fuse is bad.

it's weird because i tried the test light thing and according to the test only two fuses worked. but even when i replaced the rest they still didn't work. what could be the problem in this case?
