kinda hard to read your post, you have that the the NO read 75 and has a max of 746 but failed

It failed on the 25mph on HC(PPM) which has the max of 96 and the meas is 127.

check the basics, plugs and wires, oil should be clean. Might just have too much timing in that area.

I had similar numbers on my 89, although the engine was relatively stock. I had new O2's, and basics (cap, rotor & etc). I got it close using Guarantee to Pass and by getting the engine very hot before the test but I could not get it to pass until I changed the Cat's. Once I changed the Cat's, it breezed right by. Hope this helps.

your O2 quanitties are pretty high, when cats are weak these come up. Good working cats use up the O2 to burn the other 3.
