Should I sand or steel wool it off?Should I just let it be?I tried a rag with some wd40 and it did not do much.It just exposed a fresh layer of rust. [burnout] [burnout] [burnout]

i used pb blaster and a scotch brite pad, wd40 and scothc brite should work just as well. with some luck it will clean up and have a finish that matches the unrusted parts of the cylinder.
mine rusted from sitting a week with a bit of water in the cylinder, rest of the cylinder had good crosshatch, I was lucky and the rust came off revealing the same crosshatch so I knew it would all be fine.
