Any one else seen or heard the claims about this?
And a few manifold questions: 1) Will you need new fuel rails with every manifold?
2) Other than runners, what makes one design better than the other? (i.e. TF "Box" vs GT40)
3) Why would they be carb illegal?
Thanks in advance.

it sux.
manifolds worth considering: edelbrock performer/rpm/II. depending on application.
maybe even the professsional products...

What kind of power would I see from trick flow, and not to be rude, but I'm still lost as to how the heck intake runners work, other than bigger is better.

No, you don't need new fuel rails for most manifolds, as long as the stockers can flow whatever your engine's fuel flow requirements are.
BBK in general is crap. I wouldn't doubt their manifold is any better.
Runner length has a lot to do with effective powerband an intake can provide. Assuming we're talking about EFI intakes, although carb'd intakes follow many of the same principles, short runners and long runners each have their own advantages. Generally, the shorter the runner, the slower the airflow into the engine. Longer runners cause the air to flow faster. Faster airflow creates more power down low but can hurt upper RPMs, whereas short runners don't flow much air at low RPMs but flow very well in the upper range.
I could be wrong on the specifics here, this is all from memory, but some SEARCHING/researching should clear this up for you.
Also, on carb'd intakes, there's generally two different types. Single plane and Dual plane. Single planes are like short-runner intakes on an EFI engine. dual plane intakes have both short and long runners in the same intake, which helps low end power some. There are EFI intakes that use both short and long runners, like the 99+ v6 mustang intake, and in that case the revised intake/head design caused a 40hp increase from the previous model years (94-98). I don't know of any "split-port" intakes or heads for the 5.0 though.
And for the record, any engine-enhancing performance product from the simplest intake system to the biggest blower has to get approval from the C.A.R.B (california air resources board) in order to be smog legal. They use the rule of exclusion; if it hasn't been approved by them, it's not legal.
Do some research and you should be able to get most of your questions answered.

Well, you're kinda wrong about the new BBK intake...The intake comes with "Standard high-flow aluminum fuel rails"...I believe because the stock ones had fitment issues...
You're right about the BBK quality though...

I wouldn't use any BBK products other than headers/x-pipe and their adjustable fuel pressure regulator.
