Thought the TH350's and 400's used a vacuum modulator for down shift.

Vaccum modulator up-shifts. It's located behind the bellhousing area, righthand side.

My turbo 400 used an electric kick down. Vaccum modulator must be hooked up for up-shifts.

t 400s do use an electric kickdown via full throttle switch under the gas pedal in a heavy chevy. they tend to fail so we threw a finger switch on the shifter as a backup on my 70 LS6 SS. check and see if you have the footswitch and if not ive got one cuz i converted my chevelle back to a 4 speed
