Try checking checking it with a multi-meter and see if you have power to the fan when the heater is off. On the EEC diagnostic connector, jump the upper right terminal to the seperate single wire terminal and the turn the key to the on position. The low speed fan will come on and then the high speed fan. It is quite possible you have a bad fan switch. Had the same problem on my 95 cobra, so now I keep an extra switch handy(the big computer looking thing attached to the coolant over flow).
