If the clutch (on the A/C Compressor) is cycling on and off (with the air on Max) it's just a low system charge. If it's not coming on at all, the charge pressure isn't high enough for the compressor to recognize it (it won't come on, due to design).
Best to start with a new seal kit, then swap out the accumilator. Change everything over to -134a, this way if you've ever got a problem..you can fix it/charge it yourself. The biggest hassle is swapping out the oil in the A/C compressor, as you have to remove it to drain it. There are kits you can buy over the counter to do all this. Basically, you need..
A R-134a fitting kit (converts the fittings from R12 to 134a) A seal kit (the o-rings are made from a different rubber than the R12 versions) A oil charge kit (R12 and 134a use a different compressor oil) 4 cans of R-134a w/ a servicing hose.. And a new Accumilator/Condensor. (You don't want old R12 oil and the new stuff mixing..it stinks!)
Also, if you don't have the C-clip tools (for disconnecting the lines), you'll need a set to remove the lines from the evaporator and the accum/condensor.
Think I've done this before??

A shop might charge you $30 to drain the system. Everything to swap it over? Less than $200.
