the cheapest easiest way: get a piec of metal thats bigger than the hole. remove the piece of the floor that is still attached to the bracket. drill COMPLETELY through the floor. use a bolt long enought to go through the bracket, the new piece of metal, and floor pan. secure a nut underneath the car. very cheap.

Yes, this happened to me. Happens to a lot of Mustangs. The floor pans are thin and flimsy and the stud in the floor will eventually pull out. I'm guessing that this was in the '86 since the SSP cars (your '91 ex-CHP) have reinforced floor pans.
Anyway, this is how I fixed it. I took the car to my step-dad's shop, pulled the seat and peeled back the carpeting. Then I got a square piece of thin steel (about 3"x3" and 3/16" thick). I drilled a hole in the center so I could pass a bolt through it and tack welded the bolt to the plate. The bolt should be the same thread and size as the stud that broke. Then the plate with the bolt in it was welded in place of the broken stud.
It's a pain in the ass but there it is. Good luck.
Sean.
