ALL converters have what is called a "stall" speed. This is in reference to the RPM it takes to "lock" the converter up (through fluid force) thus transmitting the output of the engine to the transmission. The converter has turbine blades inside, and depending on the pitch, angle, length and number of blades, this determines how/when the converter will begin to operate. It's all based on this. The more blades, reduced angles, and bigger "balloon" (area the blades are housed in), the lower the stall speed. Vice-versa for higher stall speeds.<br />#2: a transbrake works similar to a clutch.
