Anything that gets you out of the hole quicker will always make you faster in the 1/4.All the horsepower in the world is no good if you cant get it to the ground.

Heavier duty lower control arms- you'll notice that you can get away with launching higher with less spin. I had SSM bars on my 86 before it got stolen.

With slicks, maybe a tad... but many people here have ran solid 1.6X 60 foots on stock control arms and slicks/ET streets, so its debatable. Chances are you can spend that money elsewhere for a more proven/consistant 1/4 mile gain.
