If i give it about an 1/8 throttle when i cruising, it just stumbles and makes no power. Is this a problem with my TB or chip? its not a hose, its just a certian part of throttle from 2700-3300 it stumbles if i dont give it more throtle. does it do it every time at the exact same spot in the throttle? if it does it might be your throttle position sensor.

yes, ill test it with an ohmmeter when i get my hands on one. Should i just look for any irregularites in resistance as I go through its range?

All the time. Check engine light only goes on when something "major" fails (rare) or smog related sensors (more common) fail.

No. You're testing voltage with the key on/engine off. With the throttle body plate closed you should be under 1.00 volt (around 0.85 to 0.98 volt or so). At wide open throttle you should be a little over 4.0 volts. Open the plate slowly and watch for dead spots in the voltage.
Another thing to check is you spart plugs/wires. An arcing wire or a cracked plug will do the same thing.
Once you get through that spot in the throttle does it smooth out or does it continue to hesitate and not let you beyond that range?

Probably running rich at that RPM. My car bucks a little at ~2000rpm cruising. Worse in cold weather.
