It only allows for clutch pedal freeplay and engagement. The stock clutch cable is a self-adjusting assembly so unless your car is equipped with an aftermarket adjustable clutch cable, no manual adjustment is possible. However, since your complaint is a stiff clutch pedal, two things that will affect how stiff the clutch pedal is would be the pressure plate's spring pressure and the clutch cable. I would suspect the clutch cable may be the problem. The clutch cable is a steel cable in a teflon lined housing. Sometimes the cable may gouge into the housing or start to unravel within the housing causing the cable to bind and result in a very stiff clutch pedal.
