will caste camber plates improve handling if tecar i not lowered? or ae they a waste of time/money?

If you adjust them properly, then they will improve handling. A couple degrees of negative camber do wonders.

I got some steeda c/c plates on my stang, they did help. you can hit me up on AIM prudentialworker is my screenname. I got all the bolt ons on my 2000 GT.
