emissions were all good, but i had 13.3% o2. checked exhaust for leaks and smog pump seems fuctional, need somewhere else to look.

Go to Kragen and buy the pass smog shit for 7 bucks. My friend didnt pass in his blazer, put some of that shit in . PASS SMOGGED. [worship]

The amount of oxygen in your exhaust means NOTHING as far as passing or not.
If the problem was with sample dilution, that is determined by the amount of CO + CO2 which must equal at least 8%
Chances are that the air injection system is NOT functioning properly (broken vacuum line, stuck diverter valve, etc...)
Was the air injection system actually checked out? What were your CO and CO2 reading?
What is your timing set at?

brian- exactly right excessive dilution. my co=0.00 and my co2=5.4%. haven't checked timing.
still looking for something else to check, thanks for the reply.
