This is a project that was just fired up. I did the rest of the tuning, but am stuck at the problem at the TPS. The TB is a new edelbrock 70mm. This reading of around 5 volts at closed throttle is way out there and cannot be adjusted for. What is going on here?

tps is bad or you have a bad or missing ground for the fuel injector harness.
it should read 5volts at wide open throttle, around 1 volt at closed.
are you testing the green lead wire for the tps to a ground, like the thrrottle body housing?

sounds like you are testing the wrong wire

You either have the fuel harness ground disconnected or you are checking the orange wire of the TPS...
