it seems like it takes 20+ mins for heater to start blowing hit air., what conponets can I check to see if things are working properly?How long should it take? Car is a 4cyl (40k miles)

Could be your thermostat. If it is too low a temp your heater won't be as hot or it could be sticking open.
Where is the temp on the temp gauge when it is blowing cold?

What's the coolant look like? My heater core I just replaced was so clogged up with rust that it wouldn't even get warm air let alone hot air to blow out.

my car never gets above 140 F ...

my coolent looks great, i dout the heater core is busted the car only has 40k

There lies your issue.
Replace the the thermostat with a 180 or 195 and you'll have heat.
