turn key to run - eec relay in passenger kick panel above the computer clicks on.
the eec relay clicking on causing the fuel pump relay to click on (under drivers seat or passenger shock tower depending on year).
the fuel pump relay gives power to the inertia switch in the trunk/hatch by the taillights (can you push the button in?).
the inertia switch gives power to the fuel pump.
if you check for voltage at the inertia switch with the key off, then turn it on, there should be ~12volts for ~2 seconds then 0volts.
if you get 12volts for 2 seconds there, there's something wrong with the fuel pump and you need to drop the tank and check voltage at the wire leads going to the fuel pump motor...and if there's voltage there and it doesn't turn on then you need a new pump.

check for 12volts all the way up the line from the pump back to the eec relay.

cranking and turning the fuel pump on are completely unrelated things.
I gave you a list of things to check, go one by one

If you checked 12 volts, at the pump, and relay, and didn't see anything, check your fusible links at the solenoid.
