can i install the mm panhard bar on my 93 cobra that alreasy has mm lower control arms and no name uppers without any othere parts like a tourque arm?

yes u can i did with what u mentioned and all stock

Be sure the no name uppers have rubber bushings on both ends, or you could get some nasty snap oversteer when you install the PHB.
