chrome headers are shiny. ceramic coated may or may not be. The ceramic coating is basically impervious to heat, chrome flakes off after a while.
Both of them are coatings applied in one way or another.

Ceramic coated headers will keep underhood temperatures down much better than chrome will.
Go ceramic.
