at idle i have no power steering, when i give it gas i have power steering or when i am driving p/s feels normal? is this a pump or rack problem? pump is full of fluid. problem is on a 89 gt 5.0

Sounds normal to me. The PS pump runs off the accessory belt. When the motor is running at low RPM, the pump isn't making much power. Kick up the RPMs and it turns fine. It could be that the pump is going out, but my truck and car are both more difficult to turn at idle.

i don't think so i have no p/s at all i have to muscle it at a stop to turn, if i get into a friends stang it is totally smoother

Most likely the pump or a slipping belt due to a bad tensioner. 25% chance on the rack.

flush the system out, if that doesnt help try the pump drill mod. Or change the pump and rack as if one goes bad the other is ususally close behind because of the metal shavings

I'd say you should suspect the p/s pump. If you have no assist at idle but it is ok off idle, the pump is not providing enough pressure at idle. I'd start there. Also, how wide are your wheels? Do you have caster/camber plates installed? A severe incorrect caster setting would cause a poor steering returnability/hard to steer condition.
