Is it possible to sell or buy a car that won't pass smog? From what I've heard, you can't sell a car that won't pass smog unless you make it pass. What are the regulations when it comes to this? Any info would help, Thanks everyone.

According to the DMV it is the sellers responsibility to smog a car before they sell it. However, some people will buy cars w/o a smog and get it smogged themselves. However, it is "technically" still the sellers responsibility.

It's easy. If you have a car that won't pass smog you just write a bill of sale stating that the car will not pass smog and is sold as a parts car. Keep that copy and there is nothing the other person can do.
If you buy a car that won't pass smog, use that as a tool to get it at a really good deal

right, when sold in as is condition the seller is not responsible for the smog test of the vehicle, i just bought my notch in as is condition and smogged it myself.

As is condition does not apply to 2 things. That is smog and safety equipment. A vehicle can not be sold to drive on the road if both of these are not in working order. If you sell as a parts car that is not being sold to drive on the road that is ok.
