I've had this 4in power pipe sitting in the garage and I need to put it on. The problems are that the charger is I think 3.5 opening and the hole on the innerfender needs to be opened what is the best way to open that hole to fit the power pipe.

The little pneumatic mini sawzall type tools work well, then clean it up with a die grinder. Cover the edge with vacuum hose slit in half and have a nice day! Good luck.
