You can, everything bolts up. The 94-98 is actually the same as a Fox housing, but has longer axles to allow room for the ABS exciter rings. They will fit well with 8" wheels. The 99-04 rear end is 1/12 wider than the 94-98, and the housing itself is wider, so you would have to roll the fenders heavily or run narrow rear wheels.

so with a 94 to 98 would i be able to run 17x9. i have also heard that if you remove the quad shock that you can run 17x10.5 is that true?

Is it easier/cheaper to get a newer rear end, than to do a 5 lug conversion kit?

You can run a 17x9" with the 94-98 width rear end, but you will need 36 mm offset. Standard Cobra R wheels are 24mm offset.

94-98 will increase the track by 1.5" on a fox body. It looks great with a 17x8 5.72" BS rim. 17x9 Cobra R rims with the common 5.95" BS will rub like hell.

The 99-04 rearend will increase your track by 2.5" Don't even think about it.
