are you having the block align bored or honed?
If not stick with the stock ones because as I have said a million times the block will die before the stock bolts fail.
But if you insist to get one or the other I prefer the ARP main studs.
FYI when installed without an align hone at minimum I have seen the main bores out .0008 and when you are dealing with clearances in the .0026 range on the mains then .........well you get the idea....

you checked the main bores with the stock bolts and then with the arp main studs and that changed the bore .0008?

What are you plans for your build, I would say to spend your money in the right places. Will your setup require studs. Are you going all out on machine work, in reality at the end of the day a stock block is just that, a stock block. But hell I run the he'll out of a stock block because it's what I can aford. I wish I could spend 2 stacks for a dart block on top of 2 stacks on machine work.

If it's a good deal than why not, new or used? Make sure if used they are in good shape

Installing wavlocs will require the rods to be resized. If you can get it all cheap, go for it.
