I got buddy that has a 94 mustang 5.0L with 165 AFR w/.600 springs, ford racing 1.72 svo rocker arms, and hes question is would the f303 cam have problem with valve clearance using the stock short block and pushrods...

With with the 1.72's he'll run into problems. No matter what, its best to check piston to valve clearance. The last thing you want is a valve to hit a piston and destroy the motor in 5 seconds.
