Stangers,
Does anyone have experience with valve spring and retainer upgrades on TFS heads? If so, what are your recommendations for installed height, seat pressures and parts for 12lbs-15lbs of boost and an F-303 cam with 1.6RRs in a Dart built 331? I want this car to rev past 6k and remain streetable.

You'll need a spring with ~150+ seat pressure & over 330lbs open pressure. TW heads come with 1.46OD springs setup at 1.800" installed height. You have more than a few options. I would go with Titanium retainers no mater what. You can never go wrong with TI retainers.

Comp makes a few springs that'll get the job done, here are 2 options:
914-16 setup at 1.800"
165lbs seat, 349 @.500

977-16 setup at 1.850"
155lbs seat, 376 @.500

It's a good time to swap to 7/16th.
With stiffer springs the 3/8ths will flex more. You will run the risk of breaking rocke studs with either of the above springs & 3/8th.
I don't even know why they use 3/8th studs anymore....7/16th are the same price & FAR stronger. Hell, even pedistal mount is stronger than 3/8th studs.

$300 to swap valvesprings on the car.
Plan on ~$25 for new Viton Valvestem seals as well. Might have to add/remove shims in which case the seals must be replaced.
7/16th ARP studs are ~$40
Valvesprings are ~$139
TI retainers are ~$239
10 degree superlocks will also be needed if your TW heads don't already come with 10 degree locks. (AFR's have 10's, Edelbrocks have 7's, don't remember what the TW have.)

Did you do anything with the TW heads when they were off? We've noticed a few sets with hot-spots between the intake/exhaust valve seats. There's a thin aluminum strip that can glow red-hot, burn & cause severe detonation. Some machine shops know of the problem & address it when they get TW heads.

Thanks for getting back to me. I had the heads gone through when I built the motor. They did some type of valve job that was to reduce hot spots and enhance cooling. The RRs on the car are ford motorsport 1.6 M-6564-A351* can these be opened up to support the 7/16 studs or will i need a new set? see link.. http://www.fordracingparts.com/parts/part_details.asp?PartKeyField=632

I'd just get a new set.
I prefer Comp ProMagnum Steel rockers to any set of aluminum. Comp HiTech rockers are stainless steel & even better.
