I would recommend Universal Metal Polishing in Hayward for the polishing and Pacific Rim in Pittsburg for the black chrome.

I had Wheel Techniques perform a VERY small repair on two Forgline wheels this summer. They did fine work, although my repair was very minor. They did a decent job on my wheels, but I wasn't overly impressed with the place overall. The staff didn't seem very professional, and there was another guy picking up chromed wheels that was very unsatisfied. The atmosphere was "tense" to say the least.
If I had a large job, I would check out Rite-Way in Walnut Creek. I have only read postive comments on them.
