They obviously know what they want but won't say it. So you offer them a price, then they say no. Normally this is because the price is lower than what they wanted. Then if you feel the car is worth more, you offer more. Then if they feel it's to low they turn the offer down again or respond with a counter. Either way you waste both parties time to finally figure out that what the person wants for the car is too much and now no one is buying or selling a car. I call this the dealer game.
