Having dived in the Santa Cruz and Capitola areas I have seen a couple of those (especially during El Nino when water temps are all jacked up). When they are basking on the top of the water like that it almost looks like the dorsal of a large shark (especially if they are two of them on top of the water together). More than likely they are on top to try to get rid of parasites that are all over them).
They are not afraid of anything for sure as I have swam up right next to them and pushed them a bit, but as anything wild they are unpredictable (try swimming next to an almost 2000 pound fish and you get the picture). These guys eat jellyfish and are not eaten as food so these guys should have probably left this little baby one alone.
