here is a list i extrapolated from this dmv link that lists counties that require smog http://www.dmv.ca.gov/portal/dmv/detail/vr/smogfaq
counties that are exempt are: alpine amador, calaveras, del norte, humboldt, imperial, inyo, lake, lassen, mariposa, mendocino, modoc, mono, plumas, sierra, siskiyou, trinity, tuolumne
this is a list of counties that have some areas that are smog exempt but you'll need to look up by zip code. el dorado, placer, riverside, san bernardino, san diego, sonoma

Amador is only required during change of ownership. Fort Bragg is the same I think it's certain zip codes now. Alpine county also is exempt I think

Do you have to live in the county or can you register your cars to a P.O. Box? I've heard of that before but I've never been able to confirm it as fact.

Find some that lives there get your mail sent there then you can get a p.o box in said county from what I heard.

Tuolumne county is also only at change of ownership..... But there are ways getting around that too

That's why I am getting a Nevada license in the near future since I have a Las Vegas address also, 1994 and older cars can be licensed as historic classic car and no smog is needed in the few places in Nevada that require smog, California has too many can't do laws, the only things keeping me here is the weather, the pay and the charter schools my kids are in, otherwise I would be moving.

They can harass you all they want, but they can't do shit!!! I have a NV license and a Cali plate on my truck. Haven't been in trouble for it yet. I just say, hey I live in NV, but work in Cali. With a built car, it would be the same, I just brought it here to show it, I have it for sale officer. Its always parked in NV... LOL

For any car to come in to California has to be smog legal doesn't matter if for a ten minutes or 100 years.

PO Box won't work, but I've often thought about getting a UPS Store box or similar. It's not a PO Box and you can use the regular street address and treat your box # like it was an apartment number. But, I've never had the balls to go through with it.
