So what does this exactly mean, does it mean I can have my car outrageously modified and pass smog as long as the check engine light isn't on? Or is that just wishful thinking?

Im not a car tech, smog tech, or computer tech. so i need more info. so I guess what I'm asking, and from my understanding, they will only be doing a "visual" check, so how will they check for smog illegal modifications if they won't be hooking the car up to the sniffer?

as long as the computer checks out ok and it passes visual then you are good

as long as the computer checks out ok and it passes visual then you are good
this they'll plug in the obd2 to make sure all smog crap is working, 22 other states do it like this already

what they are saying is you can modify your car as long as it passes visual and the ecu isnt tripping. longtubes are still illegal turbos are etc. if it wont pass visual you dont pass smog and of course if your computer alerts the tech by way of obd-II diagnostic port you dont pass but a efi mmr stroker in a cobra with a smog legal blower shorties etc and no cel will pass

I don't think they made smog cars in 2000. . Its inly changes the test for 2000 (obdII) c ars and up. All cars befprfe that are stil the same. But they will do a visual. If you got long tubes u no pass. Gotta still have carb #'s. The station from whats I hear will be ran by the state not private owners.

96 to 2000 obd2 is very basic an is not any better then obd1

2000 and newer OBDII cars only have to pass a visual inspection, check for emissions equipment functionality, and CEL code reading.
If you have no cats, deleted EGR, etc etc, you still fail If you have 49-state non-CARB legal parts, you still fail If you have any monitors turned off in your tune, you still fail If you have a CEL on, you still fail
All this effects is people who fail the tailpipe sniffer by a few ppm, but otherwise pass every other aspect of a smog inspection.
Eliminating the tailpipe testing reduces the amount of equipment needed to run a smog shop, and the amount of time to perform the inspection, which should reduce the cost of a smog inspection for the average motorist.
Now, for shops who are lenient on aftermarket mods and visual inspections... then of course this opens up a world of possibilities...

I know in a enhanced area you were allowed to have at least one monitor not set and you could still pass.. or is it that all of the moniters have to be set now now????

So when the smoke clears, the question is will this make it easier or harder for cars to pass smog in the state of CA?
If I am reading this right, here is what I see:
For 1976-1999, no change.
For 2000-up, no more tailpipe test. In theory, this should make it easier to pass. You just have to make sure that all your systems are up to snuff, there is no CEL, and you can pass both the visual and OBD-II system tests.
