The California Highway Patrol officer who was shot Tuesday while conducting a traffic stop on Interstate 680 died Wednesday evening, authorities said.

Officer Kenyon Youngstrom, 37, a seven-year veteran of the CHP and a married father of four who lived in Fairfield, was pronounced dead at 6:05 p.m. at John Muir Medical Center in Walnut Creek, said CHP Capt. Jonni Fenner.

"This has been a tragedy for the family and has affected us deeply to the core," Fenner said, pausing at times as she delivered the emotional news. "Officer Youngstrom was a giving man. A man of great faith. He believed in service and contribution."


Organs donated
Youngstrom's organs will be donated, "which will change the lives of many recipients," Fenner said.

Youngstrom graduated from the CHP Academy in 2006 and was assigned to Contra Costa County, where he worked out of Martinez. He served in the Army Reserve from 1994 to 2000.

She said Youngstrom's family and CHP colleagues have been pouring in from around the state.

"Anne and I extend our deep condolences to Officer Youngstrom's family, friends and colleagues as they mourn the tragic loss of this dedicated officer, father, husband, veteran and friend," Gov. Jerry Brown said in a statement. "Officer Youngstrom died protecting the community he served, and we are grateful to him for that."

A CHP helicopter flew low over the hospital and sounded a siren to mark Youngstrom's death.

"We're family through thick and thin," Fenner said. "Right now, we're going through a difficult time."

In addition to his wife, Karen, and four children, he is survived by his parents, Gaylord and Jill Youngstrom of Riverside, and four brothers and two sisters.

The CHP has identified Christopher Boone Lacy, 36, of Corning (Tehama County) as the man who mortally wounded Youngstrom in the head with a semiautomatic pistol during a traffic stop for having an obstructed license plate on his Jeep Wrangler.

Youngstrom was already parked on the shoulder of I-680 near Alamo to pull aside a dead deer when his partner announced over the radio that he intended to pull Lacy over. Youngstrom stepped out of his cruiser to direct Lacy to the side of the road as the second officer pulled his cruiser in behind the Jeep.

"Officer Youngstrom approached the Jeep and contacted Lacy at the driver's side window," said Jimmy Lee, spokesman for the Contra Costa Sheriff's Department, which is investigating the shooting. "Dash-cam video indicates there was a short conversation" that lasted 30 to 45 seconds, Lee said. Then, without warning, Lacy pulled out a Glock semiautomatic handgun and shot Youngstrom in the head, authorities said. The officer fell into the slow lane of the freeway.

His patrol partner heard the gunfire, ran up an embankment and returned fire, hitting Lacy in the head as dozens of passing motorists looked on in horror. Lacy was pronounced dead Tuesday at the hospital.

Youngstrom was rushed to John Muir Medical Center in Walnut Creek, where dozens of officers held vigil until his death was announced.

Dealing with loss
"We're just trying to get our arms around it," Officer Sam Morgan said earlier. "With us, you never know the mind-sets of the motorists you deal with. Usually we make a stop, we have an interaction and everyone goes on in one piece."

But this shooting was different, Morgan said.

"It's on a normal freeway, there is no known threat," he said. "Not that it makes the shooting any easier to deal with, but it made no sense. But it made no sense."

Plans for memorial services are pending.

Youngstrom is the 223rd CHP officer to die in the line of duty since 1929.

Youngstrom "now joins a distinguished group of heroes whose names are engraved upon the CHP Memorial Fountain and who will forever be remembered for their valiant sacrifice and service," said CHP Commissioner Joe Farrow in a statement.

Funds for the family
Two funds have been created for those wishing to contribute to Kenyon Youngstrom's wife and four children. They are at Mechanics Bank and Wells Fargo Bank, and donations can be dropped off at any branch in the family's name.
