try credit unions, but something like penfed.com may be your best bet.
with shitty credit, you may be stuck with a stupid high rate, that's why I'd suggest a credit union as mine offers used car loans for 1.99%

I used 2 credit unions in Hayward that had easy process for car loans, Provident on Foothill blvd and Patelco on Jackson.

depends on the bank I'm sure, my credit union offers 36-48 mo 1.99% for 2000-2005 models with under 100k miles, but they will only loan up to the KBB amount.

Credit Unions only take people with good credit. The only option you have is to go the a dealer, that can either do a Buy her Pay Here, so they deal with banks like fireside, westlate....etc.
Remember with bad credit, they only give you loan up to the wholesale value of the car MAX, so your down payment needs to be big enough to cover the rest, tax and license.

Besides the loan, have you thought about repairing your credit so that you don't end up in this type of situation? What exactly is wrong with your credit report if you don't mind me asking? Sometimes things can be fixed sooner then the usual 7 year wait.

Years ago when I turned 18 I opened up all these credit cards maxed them out and let them just go to collections, now they are like triple the balance. I been thinking about repairing it but I heard a lot of shady things about the debt settlement industry.

you can get a loan through the dealership but your gona need a huge deposit. the worse your credit the bigger the down payment needed. for example i know a guy with a 4xx credit score and he bought a used mercedes that had a window sticker of like 13k but had to put down damn near half. $$$ talks
