I think the dude was running too fast for the camera to capture a clean image of him and when he got closer to the tank is when he slowed down and the camera picked him up.

I really wish I had recorded the conversation when she brought in the "Alien Spaceship" video. It was hilarious. Nothing we could say could convince her it was the sun and not a spaceship.
