You know what I did, I got some Meguiar's rubbing compound, spread it on the lights and let it sit for a while, then I took a powerball mini and take my time buffing it. I repeat it every once in a while.
I'm sure there's a better way and people will chime in but I had that stuff in my garage so I used it. [ December 10, 2011, 04:05 PM: Message edited by: fstryde3 ]

my frined does detail and i swear it shits on detail addict. he did my really bad head lights with some 3m compund {really aggresive} and then some head light polish. did it by hand no sanding and it was like an eraser. sad thing is i used the meguires headlight kit b4 and it didnt do shit. go by some realy heavy cutter 3m compund and a polish wax. if you want wet sand it in a few stages and then do compound and polish

I had good luck on my brother's 99 camaro headlights wet sanding in three stages (800, 1200, then 1500) and then using the meguiars kit. Those things looked like Austin powers teeth when I started, I assumed they were too far gone and would need to be replaced, but they came back to about 90% of new. Whatever approach you take make sure you use some sort of sealant or clearcoat when you're done, or else they'll just yellow again. I saw a new sealer for this purpose by rain-x, but have yet to try it out.
