Hey mods,this should be a sticky for a little while.
This is a good read here.It outlines the procedures.It also says you have to agree,(see page 6),to take the test,which means you can say no thank you.The cop is just there because a smog technician is not authorized to ask your vehicle to leave the roadway.They CANNOT force you to take this test.Just say no thanks.

The document also mentions
"If the driver refuses, the vehicle is released and another vehicle is quickly directed into the test lane. The license plate numbers of vehicles whose operators decline to participate in the Roadside Inspection Program are recorded and entered into a laptop computer for later analysis."
Wonder where that would lead...

Trust me, you guys think that there is nothing behind this are being naive. Yeah, you can just decline the test, but trust me if you are driving a lopey cammed, or non catted car, & a CHP officer hears that, all they have to do is call another unit out to pull you over down the street for modified exhaust. They pull cars over all the time & write tickets for this very same reason, so what makes this case any different?
