Unless you have a dmv hook up NO. They will want all back fees and penalties. 415 isn't that bad, I have seen worse

With the way this state is hurting for money and the DMV is slowly being shut down you'll be paying.

Try registering it non op for teh apst two years. Come back a week later and tell them it is now drivable.

you can go in and sign a declaration stating it was non oped for the previous years and it will reduce the fees.
