The Discovery Bay incident was the result of an anonymous person excessively requesting records that the city had to fulfill by law. The no cash policy is their attempt to publicly expose and/or deter that disgruntled person. While I do not agree with the new policy, it has nothing to do with tracking terrorists, attempting to circumvent citizen's rights or any other government conspiracy.
Life tip #628: If an internet post references another news article and does not link to it, they are probably leaving out pertinent information.

Couldn't the city be sued for violating federal law for not accepting cash? I thought that it was law that you had to accept cash?
