Nobody is going to leave the sideshow to go bowling at 2:30am in the morning, lol.<br /><br />You could build a disneyland in East Oakland and give every Oakland resident lifetime passes and the sideshow will still go on. All you will have as a result is one dangerous disneyland, lol.<br /><br />With the man-power that police have available, I don't see a solution to this problem.
