I have heard two stories about these road-side smog tests:
1.) They can send you to the ref and penalize you.
2.) They are for survey purposes only and can't legally penalize you in any way.

The biggest thing I heard from an internet lawyer (who knows if real) was that they are voluntary and you can decline to take part.

if there is an exit to take before hitting the checkpoint (with signs), you can legally take it...
by driving past the exit, you agree to take the test...
