there not stock, you can see an after market front mount intercooler on the 350z and they said the cobra has 550 hp so oviously its not stock. they just said the made them legal, meaning every thing on the car is smog legal and dot aproved.

390 hp and 390 tq. stock on 03/04 cobra's i heard that one of the dyno places in sac has never seen them dyno lower than 370 hp/tq to the wheels and that one stock 04 cobra dyno'd 399 hp to the wheels but as with all hand built engines there will be a factory freak here and there.

Just b/c they egg u into racing wont get you out of the ticket. You are predisposed to race anyway. They didnt bait you into doing something you otherwise wouldnt have done. (thats entrapment.)
They dont have to identify themselves either... Would a undercover agent blow his cover before they tried to arrest dealers? I think not.

Probably put the air cleaner back on and Stock H. It can still have all idelers, smaller pulley...etc. So it's probably making 550bhp not rwhp.
