Mossberg or Remington. Benelli's are a bit harder to mod since the stock and receiver are a single unit. You can spend the extra money and get a super nova ( which doesn't have a single stock/receiver unit ) but its the same price as a mossberg 590.
personally, I'd go with something that can gobble up anything. ( 2 3/4, 3" and 3 1/2 shells )

What kind of shotgun do you want? Pump, Auto, or a single/double break down type? How much do you want to spend? I'm guessing under 500.00?

870 police is far superior and much more reliable. Different internals and built like a tank.
a local gun shop near me had 870P agency trade in's for $289 w/rifle sights! Most were never fired once

you can always get a Saiga 12, basically a 12 gauge AK and those are Ca legal.

If it's your first shotgun and you're not trying to spend too much I would definitely go Mossberg, I have two of them they were affordable and have worked without any issue.

every one i know luvs them,and has the same storys. i think big 5 has them for under 300 bucks u can get a super short barrel for them to for your home needs. i forget the actual facts but 18 inches total?? or u can put the long barrel on and go skeet shooting. great gun, and i never heard one bad thing ever. an there is alot of attachments for this gun as well.

anyways, i stopped here so i didnt get to hear what the requirements were
a mossy 500 can be had as low as $150 used
i put a 18 1/2" barrel on my old one, with forward and rear pistol grips
i can shoot skeet with it, and the forward grip makes shooting 00buck no probs. and im 5'6" 150 lbs
i had a red dot on it...but i broke it
for hunting... i have a beretta 20 gauge auto (love it) i have a benelli nova 12 gauge (love it) and i have a russian baikal 12 gauge auto (love it)
im quite sure that forward grip is a "NO-NO" in cali these days though

870 police or home defense model. Love mine. I have the ar15 style stock and grip with the speed feed cartridge holder on the sides of the stock.

Mossberg 500. I keep one in my garage with shot in it for any dumb fucks that dare tread on me in my house. Also one under my bed with shot in it as well.
And a claw hammer on each nightstand and my work bench.
Home defense, unless you come home and they are already there.....

10 years on my Remington 870 Express, no issues. Close to 10,000 rounds out the pipe!
