What's better stock heads w/blower, or installing alluminum heads?

You will make more power with stock heads and a blower compared to aftermarket heads with no blower.

that's kind of a personal preference thing. installing a blower and no other mods can be quite potent although is rare. A complete S-trim package tends to be a bit more expensive than a H/C/I one as well. Best of both worlds would be probably to do both.
Installing just heads and nothing else isn't going to pick up a ton of power either.
So if it's just heads, or just blower, definitely blower.
If it's H/C/I or blower, that is kinda a personal preference thing. Why not H/C/I + blower.

Heads will cost you less but a blower will give you more power. On the other hand, if you put heads on your car right now you can always add a blower later and make serious power
If it were my car I would put on heads and a cam and then save up money and put the blower on later.
If you only want to do one or the other then I would get a Vortech S-trim and run 8lbs of boost.
Just make sure your motor is in good conditon (good compression, no smoking issues, ect) before you do either one.
