if a car has no paper work and no longer on the dmv system, can apply for new registration, like how you would do to an old school??
also once verified, would it be clean title?

If off dmv records (10 years) you can register it. It will be a new car in the system. They will give you new plates and stickers.
Done about four cars like that.

Ur only going to pay less than $100 trust me and let's say car was salvage 15 years ago when ever u register it will come up clean title they going to ask u what u think the value on the car is according to that that's what u going to pay so say u Bough the car for $200 with out a motor or some so make something up.
