What can I use to safely remove glue from a vinyl decal off of exterior paint. Something that won't mess up the paint itself?

Wd40 worked slowly.

90% rubbing alcohol worked great wiped it right off.

BBQ Lighter fluid and a rag is the best I've found for removing sticky residue. You'll need to re-wax the paint after using this technique.
