I got some oil/grease on the plastic bumper while I was working on the car,dirty hands. Anyone have any good tips on how to get it off? Soap and water ain't cutting it

White car ?
Trisodium Phosphate also known as TSP
It is a cleaning product commonly used to clean walls prior to painting.Available at all hardware/home supply stores. (Usually in a green box). It is a granule that is diluted with water, simply wash with a bucket and rag.
It will make the paint real white BUT it WILL strip the wax off, will need to rewax car after cleaning.

Try some wd40 and wipe. Gokarters use wd40 all the time to clean grease off of them

use grease and wax remover sold at all paint supply shops, or even goo gone or goof off
