can I get this fixed by ford?

The reason its rubbing on the e-brake is because you car is lowered or your pinion angle is off.

Check the e brake bracket underneath the driveshaft. My 94 cobra had the same issue, appearantly ford made a kit to fix it or strenghten. I took it to a muffle shop and they fixed it.
