It's from the video "Scandalous Racing: You've Got The Hit!". They got some video of street races going down in ChiTown (Chicago) and H-Town (Houston) and Miami.

The guys are pretty cool, I met them a few times at RSD (Real Street Drags) @ Great Lakes Dragway in Wisconsin and I know a few of the guys on the vid.
