From what I'm aware of, it's up to the parties involved to deal with the incident. The racing organization (ie: NASA, trackmasters, etc) will not be responsible for any damage, which is why you must sign waivers before signing up for a track day.

From what I've heard and read, some insurance companies may cover the accident even if it occurs on a race track, but usually, since it occurred on a race track they will not. Though, there are insurance companies that do offer track day insurance for about $200/day.

The vast majority of car damage in open track events involve only one car. The guy loses it, spins the car and might hit a wall. Car to car contact is very rare. On the other hand, car to car contact is quite common in the race groups. SCCA puts 60 Miatas on the track at the same time, 6-8 of them come in damaged after a race.

I recommend double checking the fine print on your insurance policy. Most have changed to not include damage that occurs on a course designed for racing (timed or not, competitive or just a 'school' doesn't matter).
