You don't need a shop that specializes in swaps. Check the basics like plugs, wires, vacuum leaks. Check the computer for codes. Any Mustang shop can do this for you. You can learn how to do it yourself too. Spend that labor money you'd pay a mechanic on tools you can learn to use yourself.

Why can't you communicate with the EEC? It's probably something simple. Did you jumper the connector under the hood like this guide? ---------- http://www.mustangandfords.com/how-to/interior-electrical/1510-how-to-manually-test-eec-iv-obd1-trouble-codes-on-a-fox-body-mustang-for-free/ Does your check engine light work?

It's NOT illegal. It's just frowned upon, like masturbating on an airplane.
